Overcoming Structural Barriers in Shrimp Downstreaming: Toward Sustainable Aquaculture in Sumbawa Island

Abstract

This study aims to identify the structural barriers of shrimp downstreaming in Sumbawa Island, Indonesia, from a sustainable aquaculture perspective, highlighting its significance for the environment, economic diversification, and social inclusivity. A mixed-methods approach was employed, combining a Systematic Literature Review (SLR) of scientific articles and policy documents with two Focus Group Discussions (FGDs) involving 35 participants, and field observations. These data sources were integrated through thematic policy analysis to triangulate insights from literature, lived experience, and empirical realities. The findings reveal that in 2023, Sumbawa accounted for 71.51% of NTB’s shrimp production and 14.78% of national output, equivalent to 139,201 tons. Despite its substantial contribution, the downstream sector remains underdeveloped due to limited cold storage, low adoption of advanced technology, and weak cooperative institutions. Realizing Sumbawa’s potential as a regional hub requires coordinated infrastructure investment, institutional strengthening, and an integrated roadmap with spatial planning that embeds sustainable aquaculture principles. Addressing these structural gaps will not only enhance competitiveness in domestic and export markets but also generate more inclusive benefits for coastal communities, thereby advancing sustainable territorial development.

Author Biographies

Yasir Arafat, Ministry of National Development Planning/Bappenas

Yasir Arafat is a planner and policy analyst at the Center for Policy Analysis and Performance, Ministry of National Development Planning (Bappenas), Republic of Indonesia. He holds both a bachelor’s and a master’s degree in Physics from Universitas Indonesia. His academic and professional interests span theoretical physics, geophysics, renewable energy, and sustainable development.

His research portfolio includes studies on geothermal exploration, such as “Coast Effects on 3-D Inversion of Magnetotelluric Data for Geothermal Exploration in East Flores, Indonesia” (2020) and “Gravity and Magnetic Methods for Geothermal Exploration” (2018 and 2020). More recently, he authored “Overcoming Structural Barriers in Shrimp Downstreaming: Toward Sustainable Aquaculture in Sumbawa Island” (2025), which highlights the importance of sustainable aquaculture for environmental stewardship, economic diversification, and social inclusivity.

Irfan Thofiq Firdaus, Division of Geography and Tourism, Faculty of Science, KU Leuven, Belgium

Irfan Thofiq Firdaus is a planner at the Directorate of Marine Affairs and Fisheries, Ministry of National Development Planning (Bappenas), Republic of Indonesia. He holds a BSc in Marine Science from Universitas Brawijaya and is currently pursuing a master’s degree at the Division of Geography and Tourism, Faculty of Science, KU Leuven, Belgium. He is particularly interested in the blue economy, aquatic food systems, and sustainable development.

He was part of the drafting team of the Indonesia Blue Economy Roadmap (2023) and authored the article “What Do We Know About the Future of the Agrifood System in Indonesia?” (2023). His most recent study, “Overcoming Structural Barriers in Shrimp Downstreaming: Toward Sustainable Aquaculture in Sumbawa Island” (2025), was published in The Journal of Indonesia Sustainable Development Planning (JISDeP).
